Most people budgeting an electrical job assume the permit is a rounding error. Fifty dollars, maybe a hundred. A form and a stamp.

A homeowner permit to upgrade a residential service to 200 amps in British Columbia is $626.

That's not a contractor's markup or an estimate. It's the published figure from Technical Safety BC's homeowner fee schedule, effective 1 January 2026. And the gap between what people assume and what's actually on the schedule is worth closing before you build a budget around a guess.

So here are the real numbers, what they cover, and where the rest of the money in an electrical project actually goes.

The short answer

Under Technical Safety BC's published homeowner schedule, a service upgrade up to 200 amps costs $626 (rising to $657 on 1 January 2027). Adding one new circuit is $136. A new 126–200A residential service is $1,356. Fees are set on the final current rating of the service, not on hours worked, and they include a set number of inspections. These are the provincial figures — Vancouver, Burnaby, Surrey, both North Vancouvers, West Vancouver and Maple Ridge issue their own permits and set their own fees.

Worth knowing

Following consultation with clients and industry, the planned fee increase for electrical installation permits under $1,000 was held for 2026 only. So some of these figures will move further in 2027 than the published column suggests. Another reason to check the live schedule rather than trusting a number in an article — including this one.

What the fee actually pays for

Mostly inspections. That's the part people miss when they look at $626 and think it's a filing fee.

  • A service installation or upgrade permit includes up to five inspections.
  • An alteration permit includes up to three.
  • Beyond that, additional inspection time is charged at the Safety Services rate — $212 per hour plus GST in 2026, with a one-hour minimum.

So the fee is buying a regulator's time on site, more than once, checking that the work is safe before it gets covered up and again when it's finished. Technical Safety BC is a self-funded not-for-profit and receives no government funding, which is why the fee exists at all rather than coming out of general revenue.

The 180-day clock

A permit expires if no inspection has been requested within 180 days. Renewing it means a Homeowner Expiry Amendment and another fee. This catches people who pull a permit, start the job, and then let it stall over a winter. If your project is going to pause, the clock is still running.

Homeowner permit vs contractor permit

The figures above are the homeowner schedule. Licensed contractors work from a separate schedule with a different structure — contractors declare permits under their licence rather than applying job by job.

Which raises the obvious question: is doing it yourself cheaper?

On labour, sometimes. On the permit, not as much as you'd think — $626 is $626 whether or not you also paid someone to do the work. And there are two conditions on the homeowner route that don't get mentioned often enough:

  • Applications may be subject to a Safety Officer review. If that review finds a different class of permit is required, a fee amendment follows.
  • The schedule applies to fully detached dwellings. Not townhouses, not attached homes, not secondary suites or rentals — those need a licensed contractor regardless.
⚠️ Where we'd say don't, whatever the permit allows

Service entrance work and panel changes should go to a licensed contractor even where a homeowner permit technically permits it. The conductors feeding your panel from BC Hydro stay live with the main breaker off — there's no switch you can operate to kill them. The risk is arc flash, and it doesn't care how carefully you've read the code.

Electrical panel upgrade cost: what the whole job comes to

The permit is the one number you can look up. Beyond that, an electrical panel upgrade costs what it costs because of the property, and the range between two houses on the same street can be substantial.

Worth separating two things people use interchangeably. Electrical panel replacement swaps the panel for a new one at the same capacity — an electrical box upgrade in the simplest sense. An electrical service upgrade increases the power coming into the house, usually to 200 amps, which brings BC Hydro into it. Electrical panel replacement cost and service upgrade cost are not the same number, and a quote should say which one you're getting.

So what moves the cost to upgrade an electrical panel, or the cost to replace an electrical panel:

Overhead or underground

How the service enters the property changes the scope of work considerably.

Mast and meter base

If they're undersized or corroded they get replaced as part of the upgrade. If they're sound, they don't.

Panel location and access

An open basement is far cheaper to work in than a finished space, or one where the panel has to be relocated to meet code.

Feeders through finished walls

Routing new feeders can mean opening and patching drywall or ceilings.

What turns up on the day

Aluminum branch wiring or brittle insulation discovered mid-job needs addressing, usually quoted separately.

BC Hydro connection fee

Charged separately and directly by BC Hydro for a service change. Not part of your contractor's invoice.

"How much does it cost to upgrade an electrical panel" is the most common version of this question, usually asked as the cost to upgrade to 200 amp service. The honest answer is that it depends on which of the six items above apply to your house. A 200 amp panel upgrade on a home where the mast and meter base are sound is a different project from one where they aren't.

What rewiring costs

The other big-ticket item, and the one where published figures are least useful — because the cost to rewire a house depends almost entirely on access. Ask three contractors how much to rewire a house and you'll get three numbers, all defensible.

An open-stud renovation where the walls are already down is a fundamentally different job from a fully finished 1940s house where every run has to be fished. Same square footage, same wiring, very different labour.

What drives it:

  • Access. Open walls versus fished runs. The single biggest variable in home rewiring, and the main reason the price to rewire a house varies so widely.
  • Wiring type being replaced. Knob-and-tube and aluminum branch circuit wiring carry different scopes — aluminum can sometimes be remediated at the connections rather than fully replaced.
  • Whether the panel comes with it. Rewiring frequently triggers a service upgrade, which is its own permit and its own cost.
  • Partial or whole home rewire. Doing high-risk circuits first is a legitimate approach when budget is a constraint — you don't have to do every circuit at once.
  • Making good. Drywall, paint and finish work after the electrical is done.

The cost of rewiring a home also depends on whether you're upgrading wiring in the house as part of a wider renovation, since electrical rewiring is far cheaper when the walls are already open for other trades. If an insurer has flagged your wiring, an electrical inspection is the right first step — it tells you what's actually there and what scope you're facing before anyone quotes.

Why two quotes for the same job look nothing alike

This is the question we get asked most, usually by someone holding two numbers that differ by thousands and wondering how much electricians charge for the same job.

Common reasons, roughly in order of how often they're the explanation:

  • One includes the permit and one doesn't. Always check. If a quote doesn't mention a permit anywhere, ask why before you sign.
  • Different assumptions about the mast and meter base. One contractor priced replacing them, the other assumed reuse. Only a site visit settles it.
  • Different assumptions about what's behind the drywall. A quote given without opening anything is a guess about the parts nobody has seen.
  • Making good is in one and not the other. Patching and painting after feeders go in is real work and real cost.
  • Per-project versus hourly. An electrician hourly rate quote and a fixed-project quote aren't comparable until you know the assumed hours.

What makes quotes comparable is itemisation. Ask for the permit fee, the equipment, the labour and any drywall or finishing work as separate lines. Two itemised quotes can be compared. Two lump sums can't.

"Do I need an electrical permit?"

If the work alters fixed wiring, yes. Adding or modifying a circuit, any electrical service upgrade, rewiring, EV charger circuits and hot tub wiring all require one. Changing a light fixture like for like on an existing compliant circuit doesn't.

Owner-occupied, fully detached dwellings. Not attached homes, not strata, not secondary suites or rentals. And applications can be reviewed by a Safety Officer who may determine a different permit class applies.

Updating an electrical panel vs upgrading the service

Updating an electrical panel — replacing an old or unsafe panel at the same capacity — is an electrical box replacement. Upgrading the service raises the capacity itself. Electrical upgrades of either kind need a permit; only the second brings BC Hydro in.

City fees are different again

Everything above is the provincial schedule. But not everywhere in Metro Vancouver uses it.

Seven municipalities in the region issue their own electrical permits under their own by-laws, and set their own fees:

Vancouver · Burnaby · Surrey · City and District of North Vancouver · West Vancouver · Maple Ridge

Technical Safety BC's schedule handles the rest — Coquitlam, Port Coquitlam, Port Moody, New Westminster, Richmond, Delta, Squamish and Whistler.

Richmond is the one that catches people: it holds a gas-only delegation, so Richmond electrical permits still go to the province. The cost of skipping the permit

There's a specific line on the Technical Safety BC schedule for this, which tells you how routine it is.

A Permit Amendment Review is assessed when an installation has commenced without a permit, or when the work carried out exceeds the declared permit type. The charge is variable and based on the permit value — and it sits on top of the permit fee that should have been paid in the first place.

But the fee is rarely the expensive part.

  • Insurance. A claim traced back to unpermitted electrical work can be denied. There's no fixing that retroactively.
  • Resale. Unpermitted work turns up on home inspections and becomes a negotiating point, or a condition of sale.
  • Opening walls. An inspector has to see the work. If it's behind finished drywall, the drywall comes off.

That last one is why doing it in the right order is cheaper. A $626 permit on the front end is a smaller number than a $626 permit, an amendment review, and a drywall repair on the back end.
