Someone takes delivery of a new EV, orders a Level 2 charger the same week, and books an electrician to put it on the garage wall. Straightforward job. Then the load calculation comes back and the house — 1970s build, still on 100-amp service — can't carry another 40 amps. The charger is already sitting in the hallway in its box.

This happens constantly, and the permit is almost never the part that causes it. The permit is administrative. The capacity question is the one that changes your quote.

Both are worth understanding before you buy anything. Here's how EV charger installation in BC actually works from a permitting standpoint — who issues the permit in your city, and the two things that matter more than the permit itself.

The short answer

Yes — you need a permit. A Level 2 charger runs on a dedicated 240-volt circuit, which is new fixed wiring, so an electrical permit is required for EV charger installation anywhere in BC. It's also a stated condition of BC Hydro's home charger rebate. Who issues it depends on your municipality. Vancouver, Burnaby, Surrey, both North Vancouvers, West Vancouver and Maple Ridge issue their own electrical permits. Coquitlam, Port Coquitlam, Port Moody, New Westminster, Richmond, Delta, Squamish and Whistler go through Technical Safety BC. A licensed contractor applies on your behalf.

Why every EV charger needs a permit

The test in BC is whether the work alters fixed wiring. A level 2 EV charger installation does, unambiguously — it needs a dedicated circuit run from your panel, sized for a continuous load, terminating at a hardwired unit or a dedicated receptacle. That's new wiring, a new breaker, and in most cases a new conduit run. Any EV charging station installation on a dedicated circuit is permit territory — no grey area.

Level 1 charging is the exception people ask about. Plugging into an existing, compliant 120-volt receptacle with the cordset that came with the car isn't electrical work and doesn't need a permit. It's also slow enough that most drivers move past it within a year.

You don't have to take a contractor's word on the permit requirement, either. BC Hydro states it plainly in the conditions of its own rebate:

"Electrical permit is obtained. If you're hiring a licensed contractor, they'll apply for this permit on your behalf. Depending on where your property is located, Technical Safety BC or your municipality will issue the permit."

Who issues the permit — city by city

British Columbia runs a two-tier system. Technical Safety BC administers electrical safety across the province by default, but a number of local governments hold delegated authority and issue their own electrical permits instead. Here's where every municipality Kato works in falls.

The permit isn't the hard part

Three things have to line up before a charger goes on the wall, and homeowners usually only anticipate one of them.

Why the EV charger load calculation matters more than the panel slot

People check whether there's a spare breaker slot. That isn't the question. The question is whether your service — the total capacity coming into the house — can absorb a continuous 30 to 48 amp draw on top of everything already connected.

A lot of housing stock across Metro Vancouver was built when 100-amp service was generous. Add electric heat, an induction range, a hot tub or a heat pump to that same panel and the arithmetic gets tight fast. An EV charger load calculation is done to code, not by feel, and it's the step that tells you whether you're looking at a simple install or a bigger project. Load management vs a service upgrade

If the load calculation says you're short, there are two ways forward — and the cheaper one is the one people don't know about.

Which one is right isn't a preference — it follows from the calculation and from what else you're planning. If a heat pump is coming in two years, upgrading once beats upgrading twice. If the charger is the only new load on the horizon, load management usually wins on cost.

The BC Hydro EV charger rebate, and how the permit connects

Rebate amounts, eligibility rules and program deadlines change, and funding is first-come, first-served while it lasts. The figures below are current as of July 2026. Confirm against BC Hydro's rebate page before purchasing equipment.

The EV charger rebate in BC comes through the CleanBC Go Electric Home and Workplace Charging Program, funded by the Province and delivered by BC Hydro and FortisBC. The permit isn't incidental to this — it's one of the conditions.

Single-family, row home, duplex

50% of purchase and installation cost, to a $350 maximum, for an eligible Level 2 charger.

What makes a charger eligible

  • On BC Hydro's published list of rebate-eligible models
  • Level 2 — 208 or 240 volt, between 3.3 and 19.2 kW
  • Purchased, not leased. New, not used or refurbished
  • Permanently installed and wall-mounted at the service address on the application
  • Certified — cUL, ULC, cETL, CSA or cQPS — with a NACS J3400 or SAE J1772 plug
  • Electrical permit obtained
🚨 Tesla chargers are no longer rebate-eligible

Tesla-manufactured EV chargers were removed from eligibility. Unless the charger was purchased or the application pre-approved before 12 March 2026, a Tesla wall connector will not attract the rebate.

It can still be installed legally and safely, and it still needs a permit like any other Level 2 charger. But if the rebate is part of your budget, pick from BC Hydro's eligible charger list before you buy.

Local top-ups

Certain communities have additional top-ups available — Squamish and Whistler both appear among the named top-up areas. If you're up the Sea-to-Sky, check for a local amount on top of the provincial rebate before applying.

Strata and condo installations

A strata install adds two layers above the permit: council approval, and a licensed contractor for anything touching common property. Neither is optional, and the sequence matters.

The rebate path is also stricter than for houses. Multi-unit buildings need pre-approval from BC Hydro before equipment is purchased — buy first and you've likely forfeited the rebate.

Rule change — effective 15 July 2026

Standalone charger rebates for multi-unit residential buildings now require one of three things: an EV Ready plan, an electrical planning report, or an opportunity assessment from the CleanBC MURB Retrofit Program. EV Ready plan applicants must also obtain pre-approval and submit final approval within nine months of pre-approval confirmation.

If your building is starting from scratch on this, the EV Ready route is usually worth pricing against standalone chargers. It costs more upfront and attracts substantially more funding, and it avoids the situation where the first six owners get chargers and the seventh is told the building is out of capacity. EV charger installation cost in BC

The charger and the permit are the predictable parts of the number. Everything else depends on the building — which is why a level 2 charger installation cost can differ by a factor of three between two houses on the same street.

What actually moves the price:

  • Distance from panel to parking spot. A charger on the other side of the garage wall from the panel is a different job from one in a detached garage across the yard.
  • Surface-mounted or concealed. Fishing a cable through finished walls costs more than running conduit along an unfinished basement ceiling.
  • Panel capacity. Enough capacity, and it's a simple install. Short, and you're looking at load management or a service upgrade.
  • House, townhouse or strata. Strata adds approvals, coordination, and often shared-infrastructure design.
  • Permit fees, which differ by authority and should appear as a line item on your quote.

We're not going to publish a figure that's wrong by the time you read it. What we will say: get a written, itemised quote based on someone actually looking at your panel and your parking. If a quote doesn't mention the permit, ask why before you sign.

Already installed without a permit?

It happens — sometimes because a homeowner did it themselves, sometimes because someone quoted cheap by leaving the permit out.

Three consequences, roughly in order of how much they cost:

The rebate. If you haven't claimed yet, the missing permit is likely to block it.

Insurance. If a claim traces back to unpermitted electrical work, an insurer can deny it. That's not recoverable after the fact.

Resale. A hardwired 240-volt circuit in a garage is visible to any home inspector. Expect it to come up, and expect a buyer to ask for the permit record.

The fix is a retroactive permit and inspection. Because an inspector has to see the work, concealed runs can mean opening finished surfaces — which is exactly why doing it in order is cheaper. Permitting is only half of what varies by city. Housing stock varies too, and it changes what an installation actually involves.

EV charger installation in Vancouver is often a pre-1980 house with 100-amp service and a detached garage at the back of the lot — two complications at once. EV charger installation in Burnaby splits between older Edmonds and South Burnaby homes needing capacity work, and the newer Brentwood and Lougheed towers where strata approval and load management dominate.
