Electrical Permits in Metro Vancouver: A City-by-City Guide
A homeowner in Burnaby calls Technical Safety BC to ask about a permit for a panel upgrade. They're told, politely, that Technical Safety BC doesn't issue electrical permits in Burnaby. They hang up more confused than when they started, because every article they'd read said the province handles electrical permits in BC.
Both things are true. The province does administer electrical safety across British Columbia — and Burnaby still issues its own electrical permits, because it's one of ten local governments that have been delegated that authority.
This trips up homeowners constantly. It also trips up a fair number of published guides, including some written by contractors. So here is the actual map, sourced from the regulator itself, along with what requires a permit, what doesn't, and what happens when work gets done without one.
The short answer
Almost all electrical work that alters fixed wiring requires a permit in British Columbia. Who issues that permit depends on your municipality. Technical Safety BC handles most of the province, but ten local governments issue their own electrical permits and run their own inspections. In Metro Vancouver that includes Vancouver, Burnaby, Surrey, both North Vancouvers, West Vancouver, and Maple Ridge. Coquitlam, Port Coquitlam, Port Moody, New Westminster, Richmond, Delta, Squamish and Whistler all go through Technical Safety BC. A licensed contractor pulls the permit under their own licence and books the inspection with the right authority.
Who issues electrical permits in Metro Vancouver
British Columbia runs a two-tier system, and understanding it takes about thirty seconds.
Technical Safety BC administers the Safety Standards Act throughout the province. That's the default. But the Act allows portions of that authority to be delegated to local governments, and ten municipalities currently hold that delegation. In those places, Technical Safety BC does not issue electrical permits and does not perform the inspections. The city does both.
One wrinkle worth flagging, because it's the detail people miss: the delegation isn't all-or-nothing. Some municipalities are delegated electrical and gas, some are electrical only, and a couple are gas only. Richmond is the local example — Richmond handles its own gas permits, but Richmond electrical permits still go to Technical Safety BC.
Applying to the wrong authority doesn't just waste a phone call. It delays the job, and on a service upgrade it can push out your BC Hydro reconnect window — which is usually the longest lead time in the whole project. Getting the jurisdiction right on day one is worth more than it sounds.

Delegations are set under the Safety Standards Act and can change. Before applying, confirm against the current Technical Safety BC jurisdiction list. If you hire a licensed contractor, this is their problem to solve, not yours.
The North Vancouver split catches people more than any other line in that table. The City of North Vancouver and the District of North Vancouver are separate municipalities with separate permitting, and the boundary isn't obvious from the street. If you're on the North Shore and you're not certain which one you're in, check before you apply — not after.
What needs a permit — and what doesn't
The test is simple. If the work alters fixed wiring, it needs a permit. If it doesn't touch the wiring, it generally doesn't.

- Panel replacement or service upgrade
- EV charger circuits
- Hot tub, pool and outdoor equipment wiring
- Heat pump and air conditioning circuits
- Rewiring — including knob-and-tube and aluminum remediation
- Secondary suite electrical
- Generator and transfer switch installation
- Adding circuits to an existing panel
Generally does not
- Changing light bulbs
- Replacing a cover or faceplate
- Plugging in an appliance
- Like-for-like fixture swap on an existing compliant circuit
- Replacing a cord-connected appliance
Self-permitting municipalities set their own exemption lists, and they don't all match. Check your city's list if you're close to the line.
One misconception worth clearing up: a building permit is not an electrical permit. If you pull a building permit for a renovation, the electrical work still needs its own permit from whichever authority has jurisdiction. They're separate processes with separate inspections.

BC does let homeowners pull electrical permits. The allowance is narrower than most people assume, and the boundaries matter.
Under Section 17 of the Electrical Safety Regulation, a homeowner can obtain a homeowner electrical permit for work on their own principal residence, provided they can satisfy the inspecting authority that they have the knowledge and skill to do the work safely and to code. That last clause is not a formality — the permit includes an assessment.
Where the exception stops
- Secondary suites and rental units are excluded. If the work serves a suite or a tenant, it needs a licensed contractor, full stop.
- Investment and non-principal properties are excluded. It applies to the home you live in.
- Strata common property is excluded. Common-area work requires a licensed contractor.
- Self-permitting municipalities can restrict it further, and several limit homeowner permits to owner-occupied single-family homes.
Service entrance work, panel upgrades, and whole-home rewiring should go to a licensed contractor even where a homeowner permit technically allows it. The conductors feeding your panel from BC Hydro's infrastructure remain live with the main breaker off — there is no switch you can operate to de-energise them. What happens if you skip the permit
Fines are the consequence people expect. They're rarely the one that hurts.
Insurance
If a claim traces back to unpermitted electrical work, an insurer can deny it. There's no retroactive fix once the fire has happened — the permit either existed or it didn't. This is also why BC insurers have grown more assertive about electrical documentation on older homes generally, which we cover in our electrical inspection service.
Resale
Unpermitted work surfaces on home inspections. In Metro Vancouver's market it becomes a negotiating point at best and a condition of sale at worst, and buyers' insurers will ask questions the seller often can't answer.
Remediation cost
Bringing unpermitted work into compliance means a retroactive permit and inspection. Inspectors have to see the work — so if it's behind finished drywall, the drywall comes off. We've done these. The cost of doing it right the first time is never the expensive option.

Scope and load calculation Before a permit is pulled, the work gets defined — what's being installed, what it draws, and whether the existing service can carry it. On anything load-related this step decides whether you're doing one job or two.

On a service upgrade, the electrical work itself is usually a day. The calendar is set by permitting and by BC Hydro's disconnect and reconnect availability — which is why booking early matters more than working fast.
What permits cost
Fees are set by whichever authority has jurisdiction, which means they differ between Technical Safety BC and each self-permitting municipality. They're also revised periodically — Technical Safety BC publishes updated schedules with effective dates.
The structure is worth understanding even if the number isn't fixed. Technical Safety BC maintains separate fee schedules for contractors and homeowners, and electrical permit fees are generally calculated on the value of the installation or on the final rating of the electrical service. So a 200-amp service upgrade and a single added circuit are not priced the same way.

EV chargers
A Level 2 charger needs a dedicated 240-volt circuit, so it needs a permit everywhere in Metro Vancouver. The permit is rarely the hard part. The load calculation is — because in a lot of older homes the honest answer is that the existing service can't carry another 40 amps without something giving.

Secondary suites
This one has a hard edge to it: the homeowner permit exception does not apply. Suite electrical work requires a licensed contractor, in every municipality, without exception. Suites also carry their own requirements around separate circuits, smoke and CO alarm interconnection, and in some cases sub-metering — and those requirements vary by municipality on top of the permitting question.
If you're converting a basement in Burnaby, Coquitlam or Surrey, the electrical scope is usually larger than people budget for. Worth pricing properly at the start.
Panel upgrades
Always permitted, always inspected, and always involving BC Hydro if the service size changes. The part homeowners underestimate is that panel work happens beside conductors that stay live regardless of breaker position. That's why this is licensed-contractor territory in practice even where a permit might technically allow otherwise.
